. Job Summary
Serve as lead internal representative with multiple state and provincial regulatory agencies within the Pacific Northwest Area on environmental policy and regulatory matters, and coordinate with legislative lobbyists as needed.

II. Essential Duties and Responsibilities include the following items. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.

• Serve as lead internal representative with state and provincial environmental regulatory agencies within the Pacific Northwest Area. Track and evaluate impact of proposed environmental policy proposals and proposed regulations in close coordination with the Director of Public Sector Services and the Company’s Western Group Legal, Environmental Protection, and Government Affairs staff.
• Manage and maintain effective working relationships with key regulatory officials in the Pacific Northwest.
• Where appropriate, manage and enhance relationships with other key stakeholders, including industry and environmental representatives both directly and through various associations.
• Engage in direct advocacy activities to influence the language of proposed regulations. Actively support the company’s efforts to secure operating permits from federal, state, and local regulatory agencies, particularly for new organics management technologies and facilities.
• Provide briefings and training for municipal contract staff on new policies and regulations that impact municipalities and the company’s delivery of services to cities and counties.
• Develop strategies to take advantage of government funding programs and grant opportunities.

• Required to use motor coordination with finger dexterity (such as keyboarding, machine operation, etc) most of the work day;
• Required to exert physical effort in handling objects less than 30 pounds rarely;
• Required to be exposed to physical occupational risks (such as cuts, burns, exposure to toxic chemicals, etc) rarely;
• Required to be exposed to physical environment which involves dirt, odors, noise, weather extremes or similar elements rarely;
• Normal setting for this job is an office setting.
• Ability to travel up to 30% of the time.

The requirements listed below are representative of the qualifications necessary to perform the job.


A. Education and Experience

Required: Bachelor’s Degree in environmental science, engineering, or similar area of study, and ten or more years previous experience directly related to environmental regulation.

Preferred: Master’s Degree, law degree, or equivalent experience.


B. Certificates, Licenses, Registrations or Other Requirements

None required.
